CONSTRUCT was responsible for the introduction and establishment of a Registration Scheme for
Specialist Concrete Contractors (SpeCC), with the help of part-funding from the DTI
(originally DETR). SpeCC was officially launched by Brian Wilson MP, Minister for Energy and
Industry on April 24th 2002 when he presented certificates to the first batch of specialist
concrete contractors to be successfully assessed and registered. The Scheme now leads the way
in setting minimum standards for the structural concrete industry and plays a significant role
in the quest to raise standards in their market sector and outlaw rogue contractors.
Contractors must undergo rigorous checks on their office and on-site practices to become
registered, a process carried out annually thereafter by independent inspectors. Performance
levels have been set for the following areas:

- Occupational Health and Safety
- Environmental Management
- Deliverables and Technical Capabilities
- Financial Stability
